The problem is that Microsoft has modified their Windows API and as a result of it, some programs which are not compatible with those changes are conflicting with Manager.
You need to find and remove that program. It’s usually some outdated firewall or anti-virus program.

What you can do is to run this command:
netsh WinSock Show Catalog > output.txt
and then copy & paste the whole output.txt file here.
I will be able to tell you which program you have is no longer compatible with Windows API. Uninstalling that program will solve your issue.
