Importing Bank Statements

I am having no trouble importing statement from bank in the .OFX format. When I try to import from PayPal (set up as a bank account) as a .QIF file Manager tells me “File you are trying to upload appears to be empty” (opening the file does show that it is populated). Tried end run by importing as a .csv file, spending time to format it as Date/Payee/Reference/Description/Amount and Manager tells me “Length cannot be less than zero. Parameter name: length” Any suggestions would be greatly appreciated.
