Can't open Manager after upgrade

After upgrading, I can’t open Manager with this message.

Is this after upgrading Manager or after upgrading something else (e.g. operating system)? Also, try to restart your computer. Perhaps there is a glitch why Manager doesn’t load up at all.

I cannot run Manager after using for many months. Use Win 8.1, deleted Astrill VPN (somebody suggested) run all of Windows “repair” functions. Uninstalled manager & re installed - still not able to run.

Please help.

Do you have exactly the same issue as above?

I have had some auto down loads of 8.1 updates during the last few months & I think one or two Manager updates.
