Will not start on laptop with windows 8.1

Hi, I have downloaded the Manager program, and it will not start.
This error comes up…
19.6.58: System.Net.HttpListenerEcception (0x80004005): The system cannot find the path specified… etc
I have retried install/uninstall, along with some other things your forum suggests, but to no avail. Please can you help?
