Hi.
I have made an online trial account, there is no user level restriction in user tab.
In restricted user, there is only restriction to one business not like view only, creat or edit but to specific heads.
I have attached screen shot of it.
Once you create user and restrict to what business you want press on the business name under user to to select your permissions.
