Can you consider giving access right for a control account or some control accounts to user?
That would be very difficult and lead to many problems. Permissions are granted for functional tabs, reports, and settings. There are many built-in control accounts. Without access to them, the elements to which permissions are granted cannot work.
What is your use case?

I created control account for each department, I want each head of department to access only his department’s customers.
