Is there any way of adding a field on Sales Quote to Include Sales Executive Name?
I would like to also have this view-able in the list of sales quote?
My ultimate goal is to have each sales Person to have access only to his quotes.

You can only restrict permissions by tab, not to specific records within a tab based on contents of a field within the record.
This is possible now, give each sales person their own business where they can manage their own quotes.
When any quote is successful, then enter them into the main business.
