What do you do to reproduce this error

Has this worked OK for you in the past

What version of Manager or about how long ago did you last down load the program
Run windows update and make sure everything is up to date.
Install latest version of Microsoft .net which I believe is 4.8
Turn off anti virus to see if the anti virus is causing the error
run sfc /scannow in cmd to repair any issues with windows files
do it in that order.
Oh and upgrade to Windows 10. W7 is no longer supported or updated by Microsoft. I was very happy with Windows 7 and until last year was using it. But I have to admit that Windows 10 is better.
