Can I add a new group “Expenses” into Settings / Control Accounts / Inventory Items => Group ?
I need Inventory group by Expenses .

If I understand what you are asking correctly, no, you cannot. Control accounts apply only to balance sheet accounts, not income or expense accounts. While you can add groups with the main balance sheet groups (Assets, Liabilities, or Equity), expenses have no place there. See the Guide: Build a chart of accounts | Manager.
Inventory is an asset until it is sold. That is why Inventory on hand appears in the Assets group on the balance sheet. When it is sold, its cost is transferred as an expense to Inventory - cost by default. This expense account can be changed for each inventory item. See Create and manage inventory items | Manager.
