Manager does not add Date format and Base Currency when a country is selected in business creation.
Also, unpublished report transformations are still added in localised reports for new businesses.

After all, a business located in a country could use a different base currency and date format for a variety of reasons

The localisation feature was introduced for the very reason that users do not really need to do all those set-up configurations. This is how it has been working.
Iām not able to reproduce this issue
It was so in 23.4.7.760
Still exists in 23.4.12.764
