Managing multiple centers

How can it be possible to manage each sales centers stock due to the company has many branches is it through every creating a business for each center or through division ? And if through division will i be able to manage each division stock alone

Can i be also assigning each user permission according to his/her division ?

The issue is how to limit users and sales man not to select the divisions that he/she not assigned so as to protect fraud issues how i m going to solve that?

Please explain. History exists to find fraud. Addition: and by the way if you suspect your staff of being fraudulent they should not have access to your accounting system at all and be reported and possibly made redundant. No software application can deal with human error and fraud.
