Installing manager error

Hi I have been using manager for some time but when I did the last upgrade I got the below error. I have tried everything including afresh install of ubuntu 16.04lts then installing manager but when I restore and then go into say template I get this error

Hi again if I run it through terminal as sudo it works fine ???

Have you searched the forum - there have been several topics like these two where there been a lot of discussion - especially regarding SQLite & Mono version which needs to greater the 4.6.+
