Because we need to know the correct timing of the transactions entered to the system.

Time zones are set by your operating system.
You can’t set time zones within Manager

So how could I get the local time for each transaction entered into manager???
You can’t, Manager only records the actual date of the transaction, not the date/time of the transaction entry.
Why do you need to track the exact time of transaction?

Another question, earlier one sorted.
I’m on manager cloud edition, but we need to be able to enter transactions
offline at the areas where internet facility not available.
Do you have that facility in the cloud edition to update the or enter
transactions online and post when internet is available???
