I honestly haven’t been able to diagnose it so can you share a screenshot of how it is displayed on the other computer?
The latest version of .Net Windows 7 & 8.1 supports is 4.8, according to https://docs.microsoft.com/en-us/dotnet/framework/migration-guide/versions-and-dependencies
Windows 8.0 supports 4.6.1 however Microsoft offers a free upgrade to Windows 8.1
What happens if you use the default/ standard theme not a custom theme.
Your earlier screen shots showed a liquid error at the top of the screen.
Has that now gone or has your screen shot cut it off?
now error is finished but below total and subtotal
That has been reported by many people with older versions on dotNet.
Are you sure the computer which produces that display has .Net versions 4.8 installed and is working correclty
