As far as I know, the cloud version uses Amazon’s AWS, if that’s any help
Nothing in the cloud is ever completely safe. Consider the frequent reports of major data breaches of large corporations and government agencies. Presumably, all of them had top-quality security in place.
Even local desktop software is not 100% safe. You could accidentally open yourself up to attack by ransomware, which locks your files and prevents you accessing them.
So choose the option that suits your needs for other reasons (e.g. cloud if you need multiple users, or desktop if it’s just 1 person on 1 computer).
Then, regardless of which option you choose, keep your own frequent backups somewhere else 
On an external hard drive that is only connected when performing the backups, for example.
