I am using the 21.3.94 edition of manager. it is not creating a PDF in the sales quotes Tab.
Well first update to v21.7.38 at Download | Manager

Do you get any error message? Is it just sales quotes? Is it one particular sales quote or all sales quotes?
yes, it was just in the sales quote Tab. right now I have just updated the version after that problem has been solved.
