I can’t generate the template fields on the Sales Quote function.
Try updating. There were some short-lived bugs that affected sales quotes.

I am not saying that updating will definitely fix your problem, because I am not sure exactly what is causing it or which versions fixed which bugs. But no one else has reported problems with sales quotes since the fixes were made.
