Only Cloud and Server versions have multi-user and supports user permissions. This is the essential difference between the paid (Cloud and Server) and the free (Desktop) editions.
Administrators have always access to everything and should be used sparingly. You can create users that have all privileges (except main admin such as creating and deleting businesses and users) and assign them to one or more businesses.
