Your comment is not clear. What dropdown list are you referring to? On what transaction form?

I don’t know what you are referring to as “new billing.” The copy function copies a transaction form to a different type of transaction form. There is no transaction form named Billing. So you cannot copy anything to a form that does not exist within the program. See this Guide for more details: Manager Cloud.
If you are trying to generate a new sales invoice from a previous sales invoice, use the Clone function.
