Are you trying to use a fiscalisation service that reads the PDF output? I worked for months to create a custom theme to satisfy the requirements for this as stipulated by Axis Solutions. Each time I found a way to meet one requirement they specified another and I had to rework it. Eventually our PDFs satisfied every requirement they listed, only for them to tell me that our PDFs are encrypted and they couldn’t use them. They couldn’t tell me how they were encrypted or how to unencrypt them.

So, I looked for other service providers and found Fiscal Harmony, whom I contracted to build a Manager integration for their platform. There have been a few teething issues, but it has mostly been smooth operating since we went live, and they have been far more responsive and helpful than Axis Solutions ever was. I see that the Manager.io home page even has a notice and link to their site: https://www.fiscalharmony.co.zw/ (I assume only if you are visiting from within Zimbabwe)

So, my recommendation would be to switch to using Fiscal Harmony instead. Aside from the improved customer service, their integration seems to be far more robust, as it uses Manager’s Relay service to send the raw data to their server instead of relying on reading formatted PDF output. This also means you can use whatever theme you want, and change themes at any time without breaking the integration.

It’s also worth noting that @Mabaega developed an open-source fiscalisation for users in Zimbabwe. I haven’t tested it and don’t know what its current status is, but you can dig into that and some further discussion in this topic.
