We have acquired an electronic fiscal device as required by Zimbabwe’s Tax Authorities. However, in configuring the device to communicate with Manager’s invoicing system, the developers have requested that the highlighted “hyphens” below be removed. Please assist with how to do that in Manager.
You could do this with a custom theme but it isn’t clear that this would solve the problem.
How does the electronic fiscal device get the information from Manager? Is it just reading a pdf of the invoice?
Assuming @lchaleka’s device is the same as mine, yes, the device software reads a PDF of the sales invoice. I don’t invoice for anything without VAT, so I hadn’t come across this particular problem. I got around some of the other requirements by using a custom theme.
Yes, it does read the PDF document.

Those hyphens simply mean that you have entered no tax code for that line item. Yet, the Tax column is shown because you have one line item that does have a tax code.
If the items are really not taxable, why does the tax authority care? If you are required to show explicitly that the item is not taxable based on local law or regulation, you can create a tax code with a zero percent rate.
However, if your second line item is a tax itself, you should create a pass-through 100% tax code and apply it to that line.
If the problem is only that the device cannot interpret a hyphen, you have no choice but to use a custom theme with a replacement filter. If you do not have the Liquid programming skill to write one yourself, hire a local programmer. Most competent web designers could handle the job.
