I have encountered the problem of the “USER PERMISSIONS” function not opening up in the February & March version of the Server Edition.
Please someone help me solve that.

Do you see any error? Can you demonstrate with screenshots?
User permissions were moved to the Settings tab in late January. Functionality was improved dramatically with several changes during the time period you mention. Read the Guide: Set user permissions | Manager.
Incidentally, there is no single “February & March” version of the program. There have been about 135 updates during those months.

Rather than photographing your screen, making it impossible to rey, please use a screen capture feature of your operating system or a screen capture application.
