Manager data is stored in SQLite database. However it appears the file you are attempting to open is not a SQLite database.

I can see that you are using Desktop Edition version 25.8.3.2541 on Windows.
However, You need to provide more information such as:

Did you update Manager? If so, from which Version number?

How did you get to this screen? Did you click on an already Business link from withing Manager or did you try to Add Business >
Import Business? -
In case you tried importing a business, what was the file extension for the Manager backup?
