Manager has some of shortcut keys like
Tab for next field
Alt+left/right arrow for Backward and forward move, etc
Which are sufficient for Easy and fast Working.
Shortcuts for all things make manager complicated and a user has to remember all the keys first and then start working.
And
Cloud Edition Also Used on Android devices then shortcut keys are Useless in this case.

Shortcuts would need to be different for every language. But the program is only written and functions in one, then is translated for display. So you would need 70 different versions. Then you have the problem of server and cloud edition users accessing the program with different browsers, which may use the same shortcuts for different functions. You have further difficulties from multiple operating systems. In summary, shortcuts of the type you suggest would need to be truly universal, which is not possible.
Maybe the program Typinator (Mac) or Hotkey (Windows) can suite your needs.
