is it possible to have a save menu to production order without quantity? that will not less to inventory.

I mean, is it possible to create the production order or to save, so that if I will produce the certain items, I will find the Item to production order then put the Actual quantity.

What you are suggesting is the saving of bills of materials. This is already in the Ideas category: Production Orders - Enhancements.
