The latest version of desktop edition is generating PDF locally. It doesn’t use online service to generate PDF. No function in desktop edition requires internet other than when sending email out of Manager.

On server edition, there is this topic currently in bugs

Server edition currently connects to online service for PDF generation but the plan is to make it the same as desktop edition - produce PDF locally.
