New Report button for Billable Time Summary does not work

I created a billable time record but when I try to create a Billable Time Summary Report it does not work.

I click on New Report and all it does is add another breadcrumb

For example, after clicking 3 times

Is this normal?

I can duplicate this. I have moved it to a new topic and placed it into the buts category.
