I would like to make a new rule for late payments but I can’t see Late payment rule under settings as it says in the guides.
Indeed the new guides at Manager.io are referring two settings and customize which is confusing. You need to enable the Late Payment Fees in “Customize” and then follow the instructions in the guides. You can find “Customize” at the absolute bottom left below all the tabs (such as settings). This will then create a new tab for the late payment fees.
Sorry @Tut but the new guides talk about rules (see Screenshot below from Manager.io).
They also confuse Settings → Customize as alerted to see screenshot below:

Thanks @eko I have gone to customise and ticked the Late payment fees and created a tab. When I go to settings there is no Late Payment Fee to click on so I can’t create a rule, which is what I’m trying to do.
@Lubos, the new guides on Late Payment Fees are incorrect. So @Tut was right that rules did not exist before and as @rnj reports and I hereby confirm they do not appear in Settings and thus still not exist.
There also seems to be a bug when using the Late Payment Fee Tab and selecting creating an entry, the screen (edit columns all activated) does not show the selected Invoice, see screenshot:
