There shall be an option to select the inventory location at the time of creating new inventory item.

This option will not be available. When you create an inventory item, you are only identifying its characteristics, not its quantities or location. An inventory item could be anywhere, or in multiple locations.
Location is selected when purchasing or selling. If goods receipts and delivery notes are being used, the inventory location appears on them. If they are not being used, the location appears on receipts, payments, sales invoices, or purchase invoices after the first inventory item has been selected.
