I experimented with both the Desktop and Server versions. The issue is present in both editions.
I believe this problem arises when attempting to rename the business too frequently. However, if you proceed to another action after renaming, instead of initiating another renaming process, the error should not occur.

No, I think Manager itself accessing it
Must be some other program holding a lock on the file. When you rename the business, it changes filename. If you are synchronizing the Manager data folder with the cloud, then you won’t be able to rename until synchronization completes.
Anyway, the latest version makes the error more user-friendly.
Not on the cloud. Using Desktop. Renamed 6 files and the 7th continues to have this error code.
And which Manager version are you using? The statement below did not say that this would resolve the issue.
