Inter account transfer holding balance w/receipt rules

I do a Stripe “receipt” import and created a rule to apply these two lines:
Sales = 18
Bank Fees = -0.82
total = $17.18

I do a Checking Account “receipt” import for the corresponding (same date) transaction and created a rule to apply Inter Account Transfer > Stripe = $17.18

After doing both, I would expect the Stripe balance and Inter Account Transfer ledgers to be zero, but they are not.

What am I doing wrong?

Can you explain what is the result of these two transactions?

Can you show some screen shots of the edit screens of the transactions ?

Presumably both accounts have been defined as Bank accounts

Yes, both Stripe and Checking are Bank Accounts.
