Indian withholding tax question

Hi Tut, thanks for your kind gesture. I hope you can guide me in another issue.

In India the the With holding tax is calculated on the base value and not the total value
for eg If I invoice for INR 10000 , I will add 18 % GST so it will become 11800- minus WHT (10% of 10000) = 1000 . so the net receivable will be 10800. But Manager calculated WHT on the whole amount ie 10 % of 11800.
How to resolve this
