Present VAT & WHT in same invoice

Hi!
can someone help me to understand how VAT & WHT charged in same invoice ?
should we first apply VAT and then deduct WHT or
VAT & WHT should apply base on same value
Eg:
Gross 100
VAT @ 18% 18
Total 118
WHT @ 6% (7)
Net payment 111

or

Gross 100
VAT @ 18% 18
WHT @ 6% (6)
Net payment 112

Read this Guide: Account for withholding tax on sales invoices | Manager. Manager only figures percentage withholding tax on the full amount of the invoice, including other taxes. See the second Note in the Guide. If withholding tax in your jurisdiction is not calculated on the full amount, you must calculate it manually and enter as an amount, not a percentage.
