A more complete answer depends on what you are trying to do with the hourly rate. You could add it in a custom field. See Use custom fields | Manager. It could be the unit price in an earnings item or on a purchase invoice. See Set up payslip items | Manager. It could be the unit price of a non-inventory item used on a purchase invoice. See Create non-inventory items | Manager. There are other possibilities, too.

As @Joe91 implied, though, there is no field anywhere except billable time named Hourly rate.

So what are you actually trying to do?
