The track quantity to be delivered is missing in form defaults unless an item is selected. Is it possible to allow it to be selected by default in form defaults?
Just select item, then check Track quantity to be delivered and then unselect the item. Save form defaults.

Yes, that’s fine. The option is just hidden. The default for the option is preserved.
