Exchange rate on inter-account transfer

I have made an exchange rate in the same date 1 USD = 3.7117, which is exactly equal to the new inter account transfer that i have made. Could anyone tell me why the exchange rate was deleted in Red and corrected in Green?. I also need to know to which Manager.io gives the priority? i.e. to the exchange rate under currencies or the exchange rate in the payments or receipts or journal entries?

OK. This is a bug. Updating exchange rate on this transaction is not applicable because there is no exchange rate entered. Exchange rate is simply implied by the transfer ratio itself and cannot be changed.

I understand this. However, from where does the transfer ratio come? I face this many times on the other payments or receipts, then I go there and update the exchange rate in these forms.
I need to understand who Manager.io do it. Please see my questions in my post above.

It’s actually hidden field that will reveal itself only if you make transfer between two bank accounts where both are foreign currency.

But the contents of the hidden field has no effect on any calculation. Anyway, I’ve put this topic into bugs
