I am concerned that any user can edit or delete an entry. Is there a feature that I am not aware of to allow only one user to be able to edit or delete transactions?

If you are using cloud edition or server edition then you can create restricted users and restrict them from using Update or Delete button.
Have a look at “permitted actions” in this guide.
Users are discrete identities authorized to log into a business hosted in either the server or cloud editions of Manager. Users can represent:
Individual persons
Departments (such as marketing or production planning)
Locations (such as a branch office)
They are granted permissions by an administrator consistent with their assigned duties.
Examples
Accounting personnel might have full access to all tabs and functions.
