First, I hope I am not compromising on the forum rules.
I am not an accountant, nor a programmer. I am trying to establish custom forms for our company with things such as logo for each client, certification logos at the bottom of forms,…etc
Does anyone know a good programmer who is very good in Liquid who can do this for us? Or at least where can i start looking?

Liquid is not difficult. Most competent web developers could write the necessary custom themes for you. However, you can do everything you mentioned without custom themes, using only built-in Business Details under Settings, and custom fields of the image type. Only if you want things you did not mention or want to exercise specific control over image placement will you need custom themes.
