Control Account Tab Grayed Out

@rsbailis, if you are referring to the Settings tab, a grayed-out icon simply means you have not used it yet. Dark icons above the line are in use. Grayed-out icons below are not in use. The purpose of this is to make it easier to find the options you are actually using.

No. If you go to the Control Accounts Tab in the Chart of Accounts and click on it the Special Accounts Tab is vaid but the Control Accounts tab is grayed out so you can’t create a Control Tab
Sorry but there is no such thing, please provide a screenshot.
If you go to the Settings tab, it opens a menu. The Menu contains a Control Accounts tab. If you click on that tab there is only a link for Special Accounts but no way to create a Control Account.
@rsbailis, post a screenshot so we can see exactly what you are seeing.

Also please be clear. You first talked about Chart of Accounts
having a Control Accounts Tab
which you now agree is not there but a link
(not a Tab!) under Settings is there and you mention when you click it that you can only see Special Accounts
. Which means that at some point this was enabled as a Tab
in Customize
.
To avoid such confusion please provide information with screenshots as requested, note also the Forum advise for getting help at FAQ - Manager Forum Specifically:

Furthermore if you click the Settings Tab you get something like the following menu pending how many Tabs you activated with some always there:
The Control Accounts of these as @Tut explained is greyed out in this test business. When clicking on it you will see a list of those accounts that can have control accounts based on your functional tabs, see:
In this test Business I did not create any control accounts but clicking on for example the Customers button would allow me to create Customer control accounts (see below) and once created the control accounts button will become active.
