Can I use cloud base manager with application as well?
I am asking this because there are some time in which internet is not working, so I have to wait for internet to connect or I can do entries in a desktop version and it will be automatically updated when internet is connected.

You can’t operate cloud and desktop editions simultaneously - only one or the other.
Another words, you can’t combine/merge desktop data into the cloud data
