I can confirm v25.11.18.3130 broke PDF (for example, receipts > view > pdf)

I am not using emails so I cannot speak for that, however PDF clearly broken with error:

Have you tried updating to the latest version of Manager? It’s possible that the issue you’re experiencing has already been resolved in the newer release.

The PDF download error in Manager version 25.11.18.3130 happens because PuppeteerSharp fails to launch the browser. Update Manager to the latest version to fix it. As a temporary solution, use the Desktop version or manually export PDFs.

I have the latest update and it still does not work and I am using a Desktop version. How can I manually export my PDF’s if it errors every time?? thanks!
