If it is in the language translation, that is done by the users not by the developer

Also, anywhere there is the internet you can download Manager you can also use the cloud edition. You can create any currency you want (Set base currency | Manager) and any tax code you want (Create and use tax codes | Manager). Manager is built to be usable in all countries.
If you are referring to localizations, those exist for only 6 countries. And only a few worksheets or reports are included for those countries. The rest of almost 200 countries in the world have no localizations. The situation is not shameful. That is just the way it is. In the future, more localizations will probably be added.
