Got it, thank you @Tut, it is great to see this has caught their attention. I hope the fix is not hard for them and it can be released promptly.
On another note, it also feels good to contribute with the product 
In the latest version (22.6.20), the yellow notice has been removed from Payments and Receipts tabs and uncategorized transaction screen can be accessed from Cash and Bank Accounts tab only for now. This is to solve this user access issue.

Mmm, I am not happy with this solution. We like the notices on payments and receipts tabs and hope this is just temporary and gets restored. I hardly use the Cash and Bank accounts tab compared to the receipts and payments ones. It also is more useful in clearing one type (receipts or payments).
While indeed a permissions issue it would be appreciated if this is resolved in a less detrimental way, thanks.
