The screenshot shows the download of the .msix file which is the installation file. Make sure that you downloaded the right version from https://www.manager.io/download
The one you showed is the 64-bit version. If your system is 32-bit you need to click on the Alternative download link see screenshot below:

What are you needing? 32-bit or 64-bit.
Until you answer that we can’t help you.
Your problem is with the .msix file The solution is simple, see:
i.e
download the .msix file, 32 or 64-bit based on your cpu (computer processor) but change the filename from .msix to .zip and extract that.
