Is there a ‘percentage option’ in the deduction and contribution section of the Payslip Items? or could that be created?

There is no capability to predefine percentage calculations. For example, you cannot set up a deduction for income tax withholding that is 10% of earnings. But Manager can perform calculations as you enter the payslip data. See Perform calculations in number fields | Manager. This is not as convenient as built-in definitions might be. However, with creative naming of payslip items, all necessary numbers would be on the screen for reference, and you would not need to resort to outside calculations.
