New Bank Transaction - Import bank statement Tab, missing

Hi,
I updated Manager today and cannot get the New Bank Transaction > Import Bank Statement Tab to show.
I was unable to get the Tab to show in both existing business and the Test business.
I have followed the steps as laid out in the guides and tried the suggestions, tried the convert accounts in existing TEST businesses but still can not get the Tab to show.

I think the version is 18.4.38

You must first be in the Bank Transactions tab, not the Bank Accounts tab.
