how to create new thems bill

Themes are written in Liquid Templating Language.
However, you should know before writing your custom theme that Themes are placed under Obsolete Features and will be retired sometime in the future.
Not sure if you are referring to themes or items. Please read the forum rules at FAQ - Manager Forum
Most importantly the opening section which states:
