We need more information in order to understand your issue:

1. Your Edition of Manager. i.e. Desktop or Server.

2. The version number of Manager

3. Have you checked File > Change Data Folder to see if it was configured correctly

4. Have you checked your windows security center to see if something was blocking Manager
