Just Uninstall And Reinstall Manger at Diffrent Location in your Computer And then check if it is installed properly
By default Manager installs the desktop version just for a single Window’s user. That user does not need to be an administrator.
The default folder is that users appdata folder but at installation can be set to any folder. However the installing user must have write acces to the selected folder.
