Why is it when making payment there is no employees in the drop down list
Because that capability has not been added yet. The developer has written of his intent to do so. But payments to employees are related to many hard-coded portions of the software, including payslips, the liabilities in the Employee clearing account, etc. So there is more involved than just putting names in a list.
